EDUTECH SRI LANKA · WHITE PAPER
Online Examinations:
A Practical Framework for Sri Lanka
Standards, best practices, methodologies and tools for a considered transition to online assessment.
Executive Summary
Moving an examination online changes more than the delivery medium. Institutions need to decide what the assessment measures, how candidates participate, how results are reviewed and how interruptions are handled.
This paper proposes a practical approach: establish assessment requirements, choose a suitable methodology, prepare candidates, test the complete workflow and review evidence before expanding. Moodle can provide the assessment platform, with additional tools selected around the examination’s needs.
Online Exam Standards
Use recognised guidance to define quality requirements. A standard or guideline is useful when it leads to clear decisions about question design, access, delivery and review.
Assessment quality and fairness
The International Test Commission and Association of Test Publishers’ Guidelines for Technology-Based Assessment address issues including validity, fairness and the development and delivery of digital assessments. Use them as a reference when defining your exam process.
Accessibility
W3C’s Web Content Accessibility Guidelines provide a basis for reviewing web accessibility. Include keyboard access, readable presentation, text alternatives and assistive-technology testing in your assessment review. Agree appropriate accommodations for individual candidates.
Content interoperability
1EdTech Question & Test Interoperability (QTI) supports exchange of assessment content and results between compatible systems. Confirm the specific versions, question types and import/export features supported by each tool.
Planning principle: document the requirements that apply to your examination, then verify the platform and delivery process against them.
Online Exam Best Practices
A clear operating plan should cover the period before, during and after the exam.
- Build an assessment blueprint: map questions to learning outcomes, topics, difficulty and marks.
- Review questions: check accuracy, wording, scoring and language consistency before release.
- Prepare candidates: provide instructions, a practice attempt and a way to check devices and connectivity.
- Confirm exam settings: test timing, attempts, navigation, accommodations and feedback release.
- Rehearse delivery: test representative user activity and agree a procedure for disruptions.
- Assign responsibilities: identify examination leads, technical support and decision-makers.
- Review results: check scoring, examine unusual outcomes and use an agreed appeals process.
Record decisions about access, monitoring and retention of exam records. Tell candidates what to expect before the assessment begins.
Online Exam Methodologies
Select a method around the knowledge or skill being assessed, the consequences of the result and the conditions in which candidates participate. The examples below are options for planning.
| Method | Useful for | Planning focus |
|---|---|---|
| Formative quizzes | Practice and feedback during learning | Helpful explanations, appropriate repeat attempts and feedback timing |
| Timed summative exams | Assessment at the end of a learning period | Exam rules, timing, scoring and candidate support |
| Open-book assessments | Application, interpretation and reasoning | Questions that require analysis and clear rules for resources |
| Proctored remote exams | Assessments that need additional monitoring | Candidate preparation, monitoring scope and human review |
| Practical or oral assessment | Demonstrating skills and explaining decisions | Clear rubrics, examiner consistency and evidence collection |
| Test-centre delivery | Exams with controlled devices or locations | Room readiness, equipment checks and invigilation procedures |
Some programmes combine methods. For example, a knowledge quiz may be followed by a practical task or a short oral explanation.
Online Exam Tools
Moodle quizzes and question banks
Moodle’s Quiz activity supports online assessment using questions maintained in a reusable question bank. Quiz settings control options such as availability, time limits, attempts and review behaviour. Test the configuration for your examination rather than relying on defaults.
Proctoring and review tools
Where monitoring is required, evaluate how proctoring fits the exam rules, candidate devices and review process. Our Quilgo proctoring page outlines features and implementation examples.
Hosting, testing and support
Plan infrastructure around expected concurrent activity. Include load testing, backups, monitoring and an operational support process. Explore our Moodle hosting services for infrastructure and testing topics.
Reporting and administration
Decide who can view results, how grades are checked and when candidates receive feedback. Keep assessment records organised so authorised staff can investigate queries.
Sri Lanka: Stepping Towards Online Exams
A practical transition should begin with the needs of the candidates and examination team. Assess device access, connectivity, language requirements and familiarity with online testing before selecting the delivery model.
A local implementation example
EduTech’s project news describes the National Transport Commission’s proctored online screening examination for Management Assistants, with nearly 5,000 candidates and questions available in Sinhala, Tamil and English. Read the NTC examination report.
For institutions planning a similar transition, we propose a phased approach:
- Assess readiness: identify the candidate population, support requirements and examination constraints.
- Run a pilot: test a limited assessment with representative candidates and devices.
- Improve the process: refine instructions, translations, support and technical settings from pilot feedback.
- Rehearse at scale: test expected activity and practise incident handling before a larger examination.
- Review after delivery: examine participation, interruptions, support requests and scoring quality.
The pace of expansion should follow evidence from the pilot and rehearsal. Retain an agreed alternative arrangement for candidates who cannot use the intended delivery method.
From policy to a working exam process
A successful online exam brings together sound assessment design, a prepared candidate group, dependable operations and a clear review process. Begin with a manageable pilot and use the results to guide the next stage.
